Shortly after that, Sebi summoned Roy and three directors, including Bharrgava, to its office. To keep the psychological pressure on, Sinha was not on the scene; they met Prashant Saran, a fulltime member of Sebi, for an hour. Roy made a rather theatrical appearance, in a convoy of four cars – a Mercedes and three Toyota Innovas, all white – and with a small army of bodyguards wielding machine guns.

Out of the meeting, Roy told reporters outside the Sebi headquarters that he had asked Sebi to speed up the verification of investors’ documents and made the famous remark “Aaj ek ghanta Sebi ne bithaya humhe. Ummeed thi ki ek pyali chai ke liye poochenge; lekin woh bhi nahi poocha.” (Today, Sebi made us wait for an hour. We had hoped that they would offer at least a cup of tea; we were not offered even that.) For Sebi, this was not an informal chat over a cup of tea; a fulltime director, a quasi-judicial authority, had summoned Roy. It was more like a court proceeding.
